The Spokesperson of Chinese Embassy in Samoa Remarks on the Draft of HKSAR National Security Legislation

On May 21, the Presidium of the Third Session of the 13th National People's Congress (NPC) of China has made a decision to include HKSAR national security legislation in the agenda of the upcoming session with its deliberation began on May 22. On 24 May, State Councilor and Foreign Minister Wang Yi has delivered response to relevant questions explicitly at a press conference on the margins of the Third Session of the 13th National People's Congress. The spokesperson of Chinese Embassy in Samoa has the following remarks on this issue:

National security is the essential foundation for a country's survival and development. Safeguarding national security concerns the fundamental interest of all Chinese people including Hong Kong people. The 4th Plenum of the 19th CPC Central Committee clearly required establishing and improving a legal framework and enforcement mechanism safeguarding national security in Hong Kong SAR. The Hong Kong SAR is an inseparable part of China. The NPC is the highest organ of state power. In light of the new circumstances and the need, the NPC is exercising the power enshrined in the constitution to establish and improve at the state level the legal framework and enforcement mechanism for safeguarding national security in Hong Kong SAR, and to uphold and improve the institutional framework of "one country, two systems", which is highly necessary.

The national security legislation for Hong Kong is targeted at secession, subversion, terrorism, external interference and other acts undermining national security. It only targets at the small minority committing crimes to damage national security, and will in no way impact the daily lives of the majority of the citizens. The duty to safeguard national security will be performed strictly in line with legal provisions, mandates and procedures, and will not prejudice any legitimate rights or interests.

"One country, two systems" is a fundamental state policy of China. The Central Government of China is rock-firm in safeguarding national sovereignty, security and development interests, in implementing the "One Country, Two Systems" policy, and in opposing any external interference in Hong Kong affairs. Meantime we will continue to protect the interests of other countries in Hong Kong in accordance with the law. We will happy to see other countries maintain and grow relations with Hong Kong in economic, trade, cultural, tourism and other fields.
